Stahl Sheaffer Engineering, LLC is a multi- discipline civil engineering firm specializing in bridge design and inspection, construction inspection, transportation and traffic engineering, surveying, municipal engineering services, land development, building structural engineering, and oil and gas well services.
The 75-person company was founded in 2006 by principals Rod Stahl, PE, and Jeffery Sheaffer, PE. In 2007 Aaron Fayish, PE. PTOE joined the firm with extensive experience in transportation engineering. Doubling in growth for the first several years, Stahl Sheaffer quickly became a multi-million dollar company, building on its commitment to client satisfaction to gain more projects and put people to work, even in a depressed economy. The firm’s diversified market strategy ensures stability and ongoing growth. Clients include oil and gas companies, universities, local and state agencies, municipalities, and many private clients throughout Pennsylvania. Many projects are pursued via teaming arrangements with architects, construction companies, planning and design companies, and other engineering firms. The firm is currently expanding into New York, Ohio, and West Virginia. Principals Rod Stahl, PE, Jeffery Sheaffer, PE, and Aaron Fayish, PE, PTOE lead operations based in State College, Selinsgrove, and McMurray, PA, respectively.

Rod Stahl, Principal, P. E.
Rod Stahl graduated from The Pennsylvania State University with a B.S. in Civil Engineering, and is a licensed professional engineer in Pennsylvania. Rod manages the State College office of SSE and oversees land development, municipal engineering, construction management, and traffic engineering. He has extensive experience in municipal capital improvement projects including road rehabilitation, drainage improvements, building additions, park construction/improvements, traffic signal installation, and annual maintenance.
Jeffery Sheaffer, Principal, P. E., C.B.S.I.
Jeff Sheaffer graduated from the Johns Hopkins University in 1990 with a B.S. in Civil Engineering, and is a licensed professional engineer in Pennsylvania and New York. Jeff manages the Selinsgrove office of SSE and oversees the design of bridge and highway projects, building structural design, and bridge and sign structure inspections. He has extensive experience in load factor and LRFD design and PENNDOT plan development, bridge condition inspection, and bridge and highway construction inspection.
Aaron C. Fayish, Principal, P. E., PTOE
Aaron C. Fayish has earned B.S. and M.S. degrees from The Pennsylvania State University in Civil Engineering. He is a registered professional engineer (P.E.) in PA and a certified professional traffic operations engineer (PTOE) by the Institute of Transportation Engineers. Aaron leads the company’s efforts in transportation engineering and is responsible for projects related to traffic studies, signal timing and optimization, traffic calming, and safety studies. Aaron also leads SSE’s transportation division focused on serving the oil and gas industry in PA, OH, WV, and NY. He has presented transportation-related research at national conferences and co-authored peer-reviewed papers on Intelligent Transportation Systems (ITS) and safety for the Transportation Research Board.
Michael Marso, Director of Operations, Business Development, Construction Management
Mike Marso has a B.S. in Civil Engineering from The Pennsylvania State University, and 30 years of experience in construction management and inspection, design, and environmental services. He possesses extensive project experience with PennDOT and the Pennsylvania Turnpike Commission—including the construction management of nine miles of the Pennsylvania Turnpike, a $57-million reconstruction project located in New Stanton, PA. Mike leads efforts related to business development throughout Pennsylvania, West Virginia, New York, and Ohio.
