Washington, PA

Soils and Materials Laboratory Manager – Transportation Department

Stahl Sheaffer Engineering, LLC is currently seeking a Soils and Materials Laboratory Manager to work in our Transportation Department at our new Washington, PA office.

Responsibilities:

  • Keep the laboratory organized, in compliance with QA/QC initiatives, and in accordance with applicable testing standards/methods (AASHTO, AMRL ASTM and PennDOT, ODOT, WVDOH, etc.).
  • Ensure that all test equipment used is functioning properly, maintained as required per the manufacturer’s specifications and that all equipment is appropriately calibrated.
  • Direct staff of approximately three (3) laboratory technicians.
  • Plan and schedule lab technician’s work; coordinate detailed phases of assigned project work.
  • Perform routine and sometimes complex field observations, data gathering, and sampling activities.
  • May be times you are required to perform lab technician duties, including on-site sampling.
  • Evaluate field sampling data and direct adjustments if necessary.
  • Interpret the results of the laboratory and field data generated.
  • Perform mathematical calculations, possibly some engineering formulas.
  • Evaluate and enter resulting data into the computer for inclusion in written reports.
  • Serve as a technical advisor and mentor to lab technicians and other project team members.
  • Work closely with senior-level Project Managers.

Position Requirements:

  • Ability, license, and clean driving record to operate a motor vehicle (box truck).
  • Good understanding of the various, usual soil and material ASTM tests performed for the transportation industry.
  • Strong attention to detail and skill in working with numbers including algebra.
  • Ability to operate all laboratory test equipment including hydraulic test frames and mechanical soil separators.
  • Ability to perform a wide range of physical activities, including sustained walking, bending, twisting, standing and reaching, and perform medium to heavy work including lifting 70 or more pounds.
  • Ability to work indoors in a laboratory environment and outdoors in all weather conditions and over all types of terrain with some exposure to chemicals, dust,  noise, traffic and moving construction equipment.
  • Ability to safely follow established procedures and specifications to complete projects independently and/or in small teams in a responsible and timely manner is required.
  • Working knowledge of Microsoft Office; in particular Word and Excel.
  • Extended travel, including overnights could be required.

Education/Experience Requirements:

  • Associate or Bachelor’s Degree in Engineering or Geoscience preferred with five (5) years of experience working in a soils and materials laboratory; or 10 (+) years’ experience working in a soils and materials laboratory

Additional consideration will be given to candidates who possess these qualifications:

  • Additional experience (than the minimum required) working in an soils and materials laboratory or other vocation that included performing various laboratory tests on soil, concrete, asphalt, aggregates, cement, or other related construction materials.
  • Experience with Full Depth Reclamation specifications including sampling, testing and construction in accordance with the applicable sections of PennDOT Publication 447.
  • Active or desire to pursue additional education in the Geotechnical and/or Engineering field and/or the desire to pursue other related certifications.

Soils and Materials Laboratory Technician – Transportation Department

Stahl Sheaffer Engineering, LLC is currently seeking a Soils and Materials Laboratory Technician to work in our Transportation Department at our new Washington, PA office.

Responsibilities:

  • Conduct testing of soils, asphalt and other construction materials in accordance with applicable testing standards / methods (AASHTO, AMRL ASTM and PennDOT, ODOT, WVDOH, etc.).
  • Ensure that all test equipment used is kept as clean as possible, functioning properly, maintained as required per the manufacturer’s specifications.
  • Record test results and complete any other reports as required by the laboratory manager; reports will be turned in daily.
  • Perform on-site, field testing when required.
  • Follow all company safety policies and procedures.

  • Experience in excess of the minimum required at performing various laboratory tests on soil, concrete, asphalt, aggregates, cement, or other related construction materials.
  • Experience with Full Depth Reclamation specifications including sampling, testing and construction in accordance with the applicable sections of PennDOT Publication 447.
  • Active or desire to obtain NICET Geotechnical and other related certifications.
  • Completion of collegiate level course work related to Fundamentals of Geotechnical Engineering or related education beyond High School.
  • Experience with testing in accordance with Unconfined Compressive Strength Test - ASTM D1633 Method A.
  • Experience with  implementing Temporary Work Zone Traffic Control devices and related safety procedures in accordance with PennDOT Publication 213 and completion of Flagger Training.

Pittsburgh, PA

Civil Engineering Project Manager – Transportation Department

Stahl Sheaffer Engineering, LLC is currently seeking an experienced Civil Engineering Project Manager with seven or more years of industry experience.  Project Managers are expected to achieve project goals and objectives within project constraints on scope, schedule, quality, and budget.  Candidates must be well versed in PennDOT and/or PA Turnpike Commission projects.  Projects may involve transportation engineering for the oil and gas industry.

Responsibilities:

  • Proposal development
  • Manage design projects. Managing the approved scope, budget and schedule are of utmost importance
  • Lead the design team consisting of staff engineers and other consultants as appropriate
  • Day to day project oversight and communication with the client
  • Develop, track, update, forecast, and modify the project schedule and budget throughout all phases of the project
  • Prepare monthly reports
  • Assist in plan reviews and QA/QC activities

Qualifications:

  • Candidates should have a BS or MS in Civil Engineering from an ABET accredited curriculum
  • 7 plus years experience with transportation engineering projects
  • 2 plus years experience in working in collaborative and unstructured teams, and managing and leading those teams
  • P.E. license required
  • Strong communication and technical writing skills
  • Good organizational skills

  • The ability to obtain state and federal background clearances to permit working on-site for certain clients

Drafting Technician

Stahl Sheaffer Engineering, LLC is currently seeking a Drafting Technician to work in our Transportation Department of our State College or Selinsgrove Pennsylvania office.

Qualifications include an Associate’s Degree related to Computer Aided Drafting, Civil Engineering Technology or equivalent education. Experience with civil engineering projects is a plus. Effective oral and written communication skills, presentation skills, and the ability to complete projects independently and/or in small teams in a responsible and timely manner are required.  The ability to take design concepts from the engineering staff and create 2D/3D documents that specify the design intent is critical.

The ideal candidates would possess:

  • General knowledge of roadway construction and repair, site construction, and/or survey principles
  • General knowledge of PennDOT standards
